A quartz beneficiation plant generates crystalline silica dust, wastewater, mineral sludge, noise and minor hazardous waste. The environmental approval process follows the sequence: pre-construction EIA approval, construction phase management, post-construction acceptance, and operational permits. Below is the full list of required environmental documents and permits (China regulatory framework).
1. Environmental Impact Assessment (EIA) approval (pre-construction, mandatory)
Quartz beneficiation (crushing, grinding, classification, wet gravity separation, flotation, acid leaching) normally requires EIA report or EIA report form, submitted to the local ecological and environmental bureau for official approval before construction starts.
- If the project includes acid leaching, large-scale open stockpiling or big ore processing capacity: EIA report (full detailed assessment).
- Simple physical beneficiation only (no chemical leaching, just crushing, grinding, washing, classification): usually EIA report form.
- Small-scale minor projects may only need EIA registration filing (check the latest classification catalogue).
Key content inside EIA: silica dust control, wastewater treatment, solid waste disposal, noise, soil and groundwater protection, and RCS (respirable crystalline silica) risk assessment.
Principle: No EIA approval → no construction. If scale, location, process change significantly after approval, re-submit EIA.
2. Total pollutant volume index
The project needs to obtain total emission indicators for key pollutants (COD, ammonia nitrogen, particulate matter) from the environmental authority. Some regions require pollutant emission trading for particulate matter.
3. Water-related approvals
- Water withdrawal permit: If extracting groundwater or surface water for washing and wet grinding, apply to the water conservancy bureau for water intake permission.
- Wastewater discharge approval: If discharging treated wastewater to external water bodies. If all wastewater is recycled in closed loop (zero discharge), this discharge permit is not required, but water balance and leak-proof design must be validated in EIA.
- For sludge storage and tailing stockpiles: anti-seepage design, groundwater monitoring wells, and flood control assessment.
4. Soil and groundwater protection filing
If the plant has raw ore yards, sludge storage ponds, acid leaching tanks, you need soil and groundwater pollution prevention design. Some regions require soil contamination risk assessment before land use.
5. Solid waste management documents
- General solid waste management plan: Quartz tailings, silica sludge, waste rock, dust collector powder. Confirm whether these can be reused as building materials or sent to approved inert waste landfill. Maintain waste manifest and transfer records.
- Hazardous waste management: Waste oil from mills, used filter elements, waste acid/acid residue from acid leaching.
- Apply for hazardous waste temporary storage site approval;
- Register hazardous waste with the environmental bureau;
- Use licensed hazardous waste carriers and maintain waste transfer manifests.
6. Noise and dust control
Not a separate permit, but must be demonstrated in EIA and verified during acceptance:
- Plant boundary noise meets standard;
- Enclosure, LEV ventilation, baghouse dust collection for crystalline silica dust;
- RCS occupational health risk assessment (occupational health belongs to health authority, linked with environmental compliance).
7. Construction phase environmental management
- Construction period environmental supervision (some regions require).
- Dust and noise control for civil works.
8. Post-construction: Environmental completion acceptance (self-acceptance)
After the plant is built and pollution control facilities are installed, the owner shall organize self-completion environmental acceptance (the “three simultaneity” requirement: environmental facilities designed, built and commissioned together with main plant).
- Test run; monitor waste gas, wastewater, noise.
- Prepare acceptance report and file with ecological environment bureau.
- Cannot formally produce before acceptance passes.
9. Operational permit: Pollutant Discharge Permit (core operational permit)
Before formal production, apply to the ecological environment bureau for the Pollutant Discharge Permit (key management or simplified management, based on plant scale). If the pollutant discharge is very small, fill in pollutant discharge registration form instead of full permit.
The permit defines emission limits, monitoring requirements, discharge outlets, self-monitoring plan, and record-keeping obligations. No permit = no legal discharge of pollutants.
10. Other related non-environmental but linked permits
- Land use permit / land pre-review;
- Mining license (if the plant is attached to a quartz mine);
- Safety assessment (dust explosion, occupational health for silicosis prevention);
- Emergency environmental contingency plan filing: prepare environmental emergency plan and file with local environmental bureau, especially for acid leaching and tailing pond scenarios.
Typical workflow summary
- Site selection → EIA preparation & approval → get total pollutant indicators
- Obtain water withdrawal / land approval → construction
- Complete construction → trial run → self environmental acceptance
- Apply for Pollutant Discharge Permit → official production
- Ongoing: solid waste records, self-monitoring, emergency plan, regular reporting
Common pitfalls
- Ignoring crystalline silica dust risk in EIA;
- Skipping anti-seepage design for sludge ponds, leading to groundwater risks;
- Treating acid-leaching sludge as ordinary solid waste;
- Starting production before acceptance and pollutant discharge permit.
